Central Quiz Repository

I have just got an idea of making a centralised quiz repository.
I have also started working on its features designing.

They are as follows:

1 . User has to register with his userid and password
2 . User can pick up the category for which he has to appear
3 . Questions will appear randomly
4 . Scorecard will show him the questions correct answers and choosen answers with score
5 . The admin will be able to CRUD categories,questions and users
6 . The author will be able to CU questions and view scores of users

Technology to be used :
AS 2.0
php
mysql
IIS
xml

I really should discuss and push forward this idea to my PM ,so as to gather support.
The bottlenck is that I dont know either php or mysql.This means dependency on a valued resource which may not possible at this moment.The only other option is to learn both and use it with flash.
Somehow I think the second option is better one. I may not get another opprtunity to learn them together.
